Demands for immediate changes of the prison regime. Notification about hunger strike unless the minimum demands are approved of.

This letter is a follow-up letter to the primary letter dated 29.09.13 with the heading “Update – Criminal complaint filed against Ila prison's director Knut Bjarkeid and the top leader of the Correctional Services: Justice minister Grete Faremo”.

The European Prison Rules points 25.1 and 25.2 and the CPT's standards specify minimum demands for activity offers, and clearly specifies that isolation and other extreme (abuse) measures is to be compensated for. From the thematic report dated 22.05.12 “Use of isolation in prison – Norwegian law and practice, written by NI/SMK by UiO, the Faculty of Law”. Informs that:

“The potentially adverse effects of prolonged isolation (under paragraph 17 (2) dept. for extra high security) should be compensated for by increased contact with staff and extended activity offers.”

I have for 27 months been denied promoting my case before the prison leaders in charge, as you have been unwilling to arrange an interdisciplinary meeting of which I may partake. The main objective of such a meeting is to create a “rehabilitation plan” in order to solve the problems which keep me isolated. A plan like that should also facilitate an increased offer of activities in the cell, increased social contact with custodial staff, individual prisoners and facilitate visits from by friends and supporters.


These are guidelines created by the CPT and promoted by NI/SMR. The main problem seems to be that you deny me promotion of my case in such a meeting, and you have until now refused creating a rehabilitation plan, despite the fact that I've behaved in an exemplary fashion for 27 months, no exceptions.

CPT: “There should be special efforts taken in order to improve the prison regime and identify individual prisoners that the person concerned can safely interact with.”

This hasn't been done. As of today there are at least 100 right-wing radicals in Norwegian prisons, out of a total of approximately 2600. About 60 of these are defined as National Socialists and about 40 as classic fascists (like me). I can with great probability socialize with all of these. Unfortunately they are spread all over the Norwegian prisons (1-5 per prison, depending on the size). It's little humane to deny me interaction with like-minded. (Even Hitler showed a greater degree of humanism by his regime allowing like-minded – whether ethnic or ideological, be imprisoned together).
